Rock City Trojans Youth Football League is a non-profit organization aimed to enable our youth an opportunity to participate in football and cheerleading, in a safe, structured, and organized environment. Rock City Trojans strives to inspire youth, regardless of race, or national origin, an opportunity to play.
Through this active participation, Rock City Trojans focus is on helping our youth in a competitive environment; aimed at building character, importance of teamwork, Sportsmanship, Self-Confidence, and a strong since of Community. By following this model, our youth participants develop a sense of achievement, leadership skills, healthy lifestyles, work ethic, discipline, and perseverance.

At Rock City Elite, we are dedicated to making your experience a success. To ensure everyone is well-informed and prepared for the season, we have put together a comprehensive Parent Handbook. This handbook covers everything you need to know, including what to expect during the season, the parents’ and youth athletes’ code of ethics, equipment requirements, rules, and much more.
As we embark on this sporting journey together, it’s essential to recognize that participating in sports is a team effort. It requires commitment from the youth athletes, coaches, the league, and, equally important, our parents. Together, we can create a positive and supportive environment for our young athletes to flourish.
We understand that our programs involve both a significant commitment of time and a financial investment. In order to provide the best experience and resources to our youth athletes, it is imperative that these resources are wisely allocated to items used throughout the season. As such, please be aware that our program has a strict NO REFUND policy once uniforms have been ordered for the season.
We believe in open communication, and if you have any questions about our program, staff, or any other aspect, please don’t hesitate to reach out. We are more than happy to assist you in any way we can.

Firstly, we are affiliated with Trinity High School’s esteemed athletics program. Trinity High School is driven by Franciscan values, offering a rigorous college preparatory curriculum, and a transformative Pre-Professional Internship Program. As an educational institution, Trinity High School is dedicated to nurturing culturally diverse young women and men from all backgrounds, guiding them to become compassionate servant leaders, critical thinkers, and lifelong learners. This affiliation with Trinity High School ensures that our student-athletes receive a holistic and enriching education that goes beyond sports.
Additionally, our league is also proud to be affiliated with the Chargin Valley Conference, a distinguished association that spans five counties in Northeast Ohio and comprises 22 schools as of July 2023. This conference offers a competitive and high-standard platform for our young athletes to showcase their talent and skills, promoting healthy competition and growth within the community.

OUR COMMISSIONER
Isaiah “Ike” Charlton IV is our Commissioner, CEO, and visionary leader, known for his remarkable contributions to the sports industry and his commitment to nurturing young talent. As the driving force behind Rock City Elite Sports Club, he has steered the organization to new heights of excellence. Graduating from Virginia Tech in ’99 with a Bachelor of Science, Ike’s journey of achievement began early, as he was voted Top Athlete and earned a place in the Dr. Phillips High School Hall of Fame for his outstanding track, basketball, and football prowess.
A trailblazer in sports, Ike’s career boasts a stunning array of highlights. He earned All-American status as a football player at Virginia Tech, and his exceptional skills led him to be drafted in the 2nd round of the 2000 NFL Draft by the Seattle Seahawks. Over an impressive 11-year professional playing career in both the NFL and CFL, Ike left an indelible mark with the Winnipeg Blue Bombers and the Montreal Alouettes, securing a CFL Grey Cup Championship in 2010.
Beyond his accomplishments on the field, Ike’s dedication to coaching is equally inspiring. His coaching journey spans from professional to college and high school levels. Notably, he was a key figure in the Grey Cup-winning Ottawa RedBlacks of 2016, serving as Defensive Backs Coach and Pass Game Coordinator. His commitment to development led him to be selected for an exclusive professional coaching program, a testament to his high potential.
Ike’s influence extends beyond the sports realm. He is a philanthropist with a purpose, founding the Ike Charlton IV Foundation to empower underprivileged youth with opportunities they deserve. Ike’s personal journey of triumph over adversity drives his mission to provide mentorship, education, and support to those facing similar challenges. With his “23 Degrees Mentality,” he imparts the wisdom that hard work and determination are the cornerstones of success. In Ike’s world, obstacles are surmountable, and dreams are attainable – a philosophy he embodies and spreads through his foundation and beyond.

Frequently Asked Questions
Any coach that participates with the Rock City Elite Youth Football League is mandated to complete certain steps before they communicate with the players within the league.
Tackle teams are allowed one (1) Head Coach and no more than five (5) Assistant Coaches.
Cheer teams are allowed one (1) Head and no more than four (4) Junior Coaches.
Flag teams are allowed one (1) Head Coach and no more than four (4) Assistant Coaches. Below are links to each step that must be performed.

You must register online as a coach to be in our system.
2. Background Check (All Coaches and Board Members Required)
The league can track completion online.
3. USA Football Certification (Football Coaches Required)
The league can track completion online. Print out your certification and return to the Football Director. (Make sure you obtain league code from the Football Director.)
4. Concussion Management Training (All Coaches Required)
This is a free online course. Print out your certification and return to the Football Director
Rock City Trojans Youth Football League has set the following guidelines on refunds with regards to registration fees for our youth football & cheer programs.
In order to request a refund, a written email should be sent to I.CharltonIV@rockcityelitesportsclub.com with a detailed explanation of the request. After the request has been received, our board will review and decide to move forward with the refund and how much of the cost will be refunded.
Refunds will be assessed for programs based on the following:
- Injury prior to season official start date
- Moving out of area prior to season official start date
- Not filling team roster due to lack of participation
Unfortunately, refunds will NOT be assessed for programs due to the following:
- Weather cancellations
- Unhappy with team assignment
- Request not honored
- Scheduling Conflicts
If the child was medically unable to participate in the sport, he/she had registered for, prior to our first official practice, a note from a doctor on letterhead indicating that the participant cannot participate is required.
If a parent has requested a refund due to medical reasons prior to the start of the season (prior to the start of practice), they will receive a refund minus $50 administration fee and cost of uniform.
In order for our youth programs to be successful we must meet a certain number of participants to fill a team roster for both football/cheer. We leverage different marketing tools to fill team rosters. We have no control over this and sometimes due to the lack of participation we can’t fill rosters. We are committed to working with our league to find the best alternative to allow each child to participate. If for any reason, a roster is not filled once registration has been closed you have two options:
- Option 1 – You will receive a credit for the following upcoming season for your child to participate. If the next season we’re still unable to fill the team roster due to lack of participation your credit will renew. The credit is valid for one full year. If you don’t use your credit within one year it will expire, and you will NOT receive a refund.
- Option 2 – You can opt to receive a refund minus $25 administration fee.
Refunds that are awarded will be returned in the following ways:
- Credit Card Return – If a parent paid for the registration in question using a card, the amount will be returned to that card’s account minus any fees stated above. This usually takes between 5-7 business days.
- Check – If the parent paid for the registration in question using a check or cash, we will cut a check to be mailed to the parent home address that we have on file. This process can take up to 2-3 weeks.
Rock City Elite Youth Football League will not give refunds or prorated fees for missed practices or games due to a participant registering for a program late. We reserve the right to waive this Refund Policy at its sole discretion at any time. Such a waiver shall generally be in response to extenuating or highly unusual circumstances.
